ECKFORD TOWNSHIP of

CALHOUN COUNTY

September 21, 2009

 

Supervisor Rapp called the regular meeting of the Eckford Township Board to order at 8:00 p.m.  Others in attendance were T. Baylis, K. Lawrence, W. Cornell, K. Hinkley, A. & L. Blight, M. Delaney, J. Dobbins, S. Hinkley Sr., S. Hinkley Jr., R. Buskirk, B. Rocco, D. Masternak and son Zachary.

 

Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation. 

A motion was made by K. Lawrence to accept the Clerk’s minutes of the August 17, 2009.  W. Cornell seconded the motion.  CARRIED

 

FINANCIAL STATEMENT

T. Baylis, Treasurer gave the financial statement for September with

            RECEIPTS                    $ 14398.48

            DISBURSEMENTS        $ 16526.90

BILLS TO PAY              $10150.72

 

K. Hinkley made a motion to accept the Treasurer’s Report and pay the bills.  K. Lawrence seconded the motion.  CARRIED

 

HOMER FIRE BOARD REPORT

Given by S. Hinkley,  there were 2 runs for Eckford last month and 9 so far for the year.  The Homer Fire dept. will no longer do tree calls unless there is a major emergency and it is at the discretion of the Chief.  A copy report fee will now be $15 from the $5 they were charging.  There is no longer a problem with the CD’s being in Eckford’s name.

 

MARSHALL FIREFIGHTERS AMBULANCE REPORT

Given by W. Cornell,  the 2008-2009 Fiscal Audit has come out and looks routine and they are running a lean business.  It cost $7800 for the audit.  The remodeled ambulance is back in service.   And the new wheelchair van is now in service.  There is already 30,000 miles on the new ambulance since March.  The new tax rate is .4831.  They might need to buy some new 800mghz radios depending on how things go with the new 911 center.  Eckford has 1 run in July and 2 runs in August.  Runs are down this year compared to last year but they are up 800 runs from 5 years ago.

 

ZONING ADMINISTRATORS REPORT

Given by R. Buskirk, as of August 17, 2009 there are 4 building permits issued.

            D. Tasker—garage                                 D. & T. Kissinger---addition

            M. Berry---pole barn                              F. Domingo---addition

R. Buskirk contacted M. Farmer about the 2009 edition of the IMPC and he stated that the other townships have adopted the 2003 editions as amended, please be ready to adopt or decline at the October meeting. 

 

 

 

 

CODE ENFORCEMENT OFFICER REPORT

Given by R. Buskirk for M. Farmer, B. Rapp has given his authorization for the following violations of the Township Zoning Ordinance: 

            Frank Hitz I Drive property, (mobile home removed and property cleaned up)

            402 Maple St., Eckford Village lawn maintenance (lawn has been mowed)

            Robert Farmer property 110 Ogden St., (no cars have been removed yet and M. Farmer has spoken with his uncle and he is willing to help Robert remove the cars)

            Jason Blackburn property, J. Drive S.,  (M. Farmer has been in contact with Mr. Blackburn and he has promised to clean up the property)

 

Marengo Fire Department

Given by A. Blight, there was no activity for Eckford last month.  The Marengo Twp. Board stated that they decided not to give Eckford Twp. A definite quote for fire services to do half of the township should Eckford request this but to give a ballpark figure of $20,000. There is a delay with the fixing of the tanker truck since the company went bankrupt. 

 

PLANNING COMMISSION

Given by D. Masternak,  the PC met at Bruce Rapp’s barn for a Conditional Use Permit on August 24, 2009 and it was passed by the PC and it is now in the hands of the Township board.  D. Masternak will be contacting the attorney about Eckford’s Zoning Ord. with the height and with the wind ordinance they are working on.

 

LIBRARY REPORT

NONE

WILDER CREEK

Given by J. Dobbins,  the WCCC will be the first having their first compound bow shoot from 8 a.m. to 2 p.m.  on Sept. 26.  They will also be having an auction on Saturday, October 24th.  They are working on getting their non-profit status.   Consumers Power has been out putting in new poles with their training crew.  S. Hinkley stated that the International Brotherhood of Electrical Workers would be out to work on updating the electrical at the clubhouse.  The Advisor/Chronicle is going to be doing 3 stories on WCCC.

 

CITIZENS COMMENTS

Becky Rocco shared with the Eckford Township board what the CC Board of Commissioners has been doing in the first 6 months in office.  She handed out a newsletter to the board and what committees she is serving on.

Steven Mobley, an Independent candidate for the 19th District.  He shared his information and handed out pamphlets to all in attendance.

B. Rapp shared that Alice Yarger has contacted him about having their own family cemetery on their property.  B. Rapp will be investigating this and getting back with her.

 

OLD BUSINESS

Homer Fire Board Agreement is on hold until after the Eckford Township letter goes out to the Homer Fire Board members at the meeting on Tuesday, September 22, 2009 where we are asking them to forgo the truck funds for 2010 and change the percentages to actual usage.

MTA Eckford Township Principles of Governance Code of Ethics each member of the board has agreed to sign this except W. Cornell.

 

 

 

 

 

NEW BUSINESS

Resolution 2009-14 a Conditional Use Permit for Bruce Rapp’s Community Building was read by K. Hinkley.  W. Cornell made a motion to accept Resolution 2009-14 a Conditional Use Permit for Bruce Rapp’s Community Building.  K. Lawrence seconded the motion.  CARRIED

A role call vote was taken

            W. Cornell – YEA                                    T. Baylis – YEA

The Homer Fire Board letter was read by B. Rapp and some changes were shared by the board and the changes will be made by K. Hinkley and it will be ready for S. Hinkley to take to the Homer Fire board meeting on Tuesday the 22nd of September.

The MTA has recommended that each township have their assessor become an employee instead of an independent contractor.   This is because our assessor “stands in the shoes” of the Supervisor for the purposes of signing/certifying the assessment rolls.  T. Baylis made a motion to changed Dan Brunner from an independent contractor to an employee effective on January 1, 2010.  K. Lawrence seconded the motion.  CARRIED
