Supervisor Rapp called the Eckford Township Board to order at 8:00 p.m.
Others in attendance were W. Cornell, W. Thomas, K. Hinkley, T. Baylis, L.
Blight, R. Buskirk, D. Masternak, J. Miller, R. DeJong, R. & L. Dunn, S. Hinkley,
D. Brunner and B. Rocho. ABSENT:
NONE
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
W. Cornell stated that under the Homer Fire Board Report in the August 18, 2008 minutes, his comment of “if it’s a rust out before a wear out reason for buying the smaller vehicle?”, was a reason for buying a used vehicle. A corrected copy of the minutes will be completed.

motion was made to accept the minutes of the August18, 2008 regular Monthly by
W. Cornell and supported by W. Thomas.

Thomas made a motion to accept the Treasurer’s report and pay all the bills.
W. Cornell seconded the motion.

Given by W. Thomas, a committee has been created to look at first responder vehicles. There is another discrepancy with Clarendon Township on payments that have or have not been paid. The Clarendon Treasurer and the Village Treasurer are working on getting things worked out.

R. Buskirk has sent a copy of the proposed zoning ordinance complaint procedure to Atty. Moore for his approval. He made some suggestions and she has asked the board to look at the suggestions and give her our comments by Sept. 29, 2008.
PLANNING COMMISSION
Given by R. Dunn, the Blight Ordinance is done and has been given to the board for their input. Because of new laws from the State they will start working on revisions of the Zoning Ordinance and a new Ordinance to reauthorize the Planning Commission has been sent to the Attorney for his review.
LIBRARY REPORT
Given by L. Dunn, it is National Library Card Month. It is also forgiveness time for overdue books etc. until September 22. There are 75th anniversary program and tickets are available for the free event. The after school Arts program won an award from the State. They are also expanding the program to include the new after school gardening program.

Becky Rocho a Democratic candidate for County Commissioner shared her desires and qualifications in running for this position.
John Miller a Republican candidate for County Commissioner shared her desires and qualifications in running for this position.

A list of communications were distributed and attached to the monthly minutes.
OLD BUSINESS
The board has been asked to review the attorney’s suggestions for the proposed Zoning Ordinance Complaint Procedure.
NEW BUSINESS
A T & T Metro Act contract was brought up to the board. This is a renewal. There was no discussion.
Resolution 2008-7 Land Division Ordinance was passed by roll call vote. T. Baylis made a motion to accept the Land Division Ordinance. W. Thomas seconded the motion. CARRIED
Resolution 2008-8 Zoning Ordinance was passed by a roll call vote. W. Thomas made a motion to accept the Zoning Ordinance Resolution 2008-8. K. Hinkley seconded the motion. CARRIED
Resolution 2008-9 Civil Infraction Ordinance was passed
by a roll call vote. T. Baylis made
a motion to accept the Civil Infraction Ordinance Resolution 2008-9.
W. Thomas seconded the motion.

Resolution 2008-10 Cemetery Ordinance was passed by a
roll call vote. W. Thomas made a
motion to accept the Cemetery Ordinance Resolution 2008-10.

Resolution 2008-11 Cemetery Fee Schedule was passed by a roll call vote. T. Baylis made a motion to accept the Cemetery Fee Schedule Resolution 2008-11. W. Thomas seconded the motion. CARRIED
Resolution 2008-12 Poverty Exemption Guidelines, it was read by B. Rapp. D. Brunner, Assessor, proposed these guidelines. Each member of the board was given a copy of the guidelines and D. Brunner went over a few points.
The resolution was passed by a roll call vote.
W. Cornell made a motion to accept the Poverty Exemption
Guidelines, Resolution 2008-12. K.
Hinkley seconded the motion.
