ECKFORD TOWNSHIP of

CALHOUN COUNTY

 

October 20, 2008

 

Supervisor Rapp called the Eckford Township Board to order at 8:00 p.m.

 

Others in attendance were W. Thomas, K. Hinkley, T. Baylis, W. Cornell A. & L. Blight, R. Buskirk, D. Masternak, R. & L. Dunn.  ABSENT:  NONE

 

Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.

 

A motion was made to accept the minutes of the September 15, 2008 regular Monthly by W. Cornell and supported by W. Thomas.  CARRIED

 

A motion was made to accept the minutes of the October 13, 2008 Election Commission Minutes by W. Cornell and W. Thomas supported.  CARRIED

 

FINANCIAL STATEMENT

T. Baylis, Treasurer gave the financial statement with:

            RECEIPTS for September of             $   9931.33

            DISBURSEMENTS of          $ 12079.49

            BILLS TO PAY                     $ 13215.31

 

K. Hinkley made a motion to accept the Treasurer’s report and pay all the bills.  W. Cornell seconded the motion.   CARRIED

 

T. Baylis stated that we needed to move $100 from Capital to Equipment.  W. Thomas made a motion to transfer $100 from the Capital account to the Equipment account.  W. Cornell seconded the motion.  CARRIED

 

HOMER FIRE BOARD REPORT

Given by W. Thomas, was not able to attend the last meeting but he did talk to the chief and he is expecting a report on the findings from a committee that was created to look at first responder vehicles.  They are looking at new vehicles because of the great deals the car dealers are making at this time.

MARSHALL FIREFIGHTERS AMBULANCE REPORT

Given by W. Thomas, they are looking to add new personnel to avoid paying overtime for employees.

ZONING REPORT

Given by R. Buskirk, there have been 3 permits for this month.

                        R. Williams—for a 32’ x 48’ house

                        K. Kiessling—for a 50’x60’ barn

                        K. & L. Kiessling—25’ x 30’ addition

 

R. Buskirk has sent a copy of the proposed zoning ordinance complaint procedure to Atty. Moore for his approval.  The board looked at the suggestions made and there were some discussions on how this would work if the board hired a Zoning Enforcement officer.  R. Buskirk will take it back to the attorney for a second opinion.

           

PLANNING COMMISSION

Given by R. Dunn, the P.C. will be attending a workshop in Battle Creek on the 21st.  The P.C. is working on changes to the Zoning Ordinance and they will be going over the changes for the Blight Ordinance.  R. Dunn will be contacting the attorney and going over the changes the attorney would like to see made with the direction that the P.C. was looking towards.

 

LIBRARY REPORT

Given by L. Dunn, the library is now a member of “Melcat”.  This means that the library has access to over 7 million resources.  There are many classes to attend at the library this fall.

 

CITIZENS COMMENTS

Art Blight from Marengo Twp. Fire Dept. has been appointed the new Fire Chief with the passing of Fire Chief Sam Bosserd which will be greatly missed.  Eckford has 7 runs last month.  A. Blight will be appointing a new assistant fire chief.

 

T. Baylis wanted to update the board on personal property delinquents.  J. Reinhart has not been paying so T. Baylis will be filing paper work to go after his home after the 30th of October.  S. Baker has not paid hers either and T. Baylis will be filing paper work to go after her sewing machines.  Ms. Panczyk is still delinquent and T. Baylis will have to file paper work to go after her home as well.

 

COMMUNICATIONS

A list of communications were distributed and attached to the monthly minutes.

 

 

OLD BUSINESS

The proposed Zoning Ordinance Complaint Procedure is still under discussion and R. Buskirk will go over changes with the attorney and bring them back to the board.

 

The Blight Ordinance will be looked at again with R. Dunn and the attorney and the changes will come back to the board for review.

 

The Planning Commission Ordinance has some changes as well that the attorney shared in his review of what was drafted.  R. Dunn will discuss these as well with the attorney.

 

 

NEW BUSINESS

Fire Proposal, T. Baylis asked the board if this proposal on the Nov. 4, 2008 ballot passes do we want to levy the whole mill this first year?  This amount would not quite cover all of our fire expenses but most of it.  This way we might be able to work on some roads that need repair. 

 

T. Baylis made a motion to levy 1 mill this year and adjust how much we levy each year as needed.  W. Thomas seconded the motion.  CARRIED

 

W. Thomas shared that he would be meeting with Mr. Stonebreaker from Homer Village to discuss some changes in how the Homer Fire Dept. gets charged for certain things such as heat/air conditioning.  K. Hinkley asked how the changes to the fire contracts are going.  W. Thomas stated that they were not going to his satisfaction.  K. Hinkley asked if changes would be made to how we are charged for runs.  They will get 3 phone calls about a tree down and we get charged for 3 runs when they only go once for the tree down.  T. Baylis wanted to know if they were going to change how we get charged for the percentages we get charged for.  We would like to get charged for what we use only.

A motion was made to adjourn by W. Thomas at 9:00 p.m. and seconded by K. Hinkley.  CARRIED
