ECKFORD TOWNSHIP of

The regular monthly meeting of the Eckford Township Board was called to order at 8:00 p.m. by Supervisor Bruce Rapp.  Others in attendance were K. Hinkley,  T. Baylis, W. Cornell, W. Thomas, A. & L. Blight, R. & L. Dunn and R. Buskirk.
 
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
 
Minutes of the October 15, 2007 Regular Monthly meeting were approved by W. Thomas and supported by W. Cornell  CARRIED
 
FINANCIAL STATEMENT
T. Baylis, Treasurer gave the financial statement with:
            RECEIPTS for October of             $ 17400.62
            DISBURSEMENTS of         $  8312.56
            BILLS TO PAY                      $  8402.76
W. Cornell made a motion to accept the Treasurer’s report and pay all the bills.  W. Thomas seconded the motion.   CARRIED
 
HOMER FIRE BOARD REPORT
Given by W. Thomas, they have received 3 qualified applications for the Chief position.  The Eckford Township Board needed to entertain a motion to pass the proposed budget for the Homer Fire Board that W. Thomas had presented last month.  K. Hinkley made a motion to approve the Homer Fire Budget with an increase of 9.3% over last year’s budget for the 2008 year.  W. Cornell seconded the motion.  CARRIED with 4 yes and 1 no.
 
MARSHALL FIREFIGHTERS AMBULANCE REPORT
Given by W. Thomas, the MFFA will be buying 2 new ambulance cots from the Stryker Company.  This was a budgeted item already for this fiscal year.  The two cots will cost $19,822.32.  The runs for Eckford were, Sept. -12 and Oct.- 3.  Year to date, Sept.- 363 and October-379 total.
 
ZONING REPORT
Given by B. Rapp, there were 3 permit this month:
            J. Zacharski—new house
            C. Cook—demolish house
            Jennings Const.—house addition
 
PLANNING COMMISSION
Given by R. Dunn, the PC is done with the Cemetery Ordinance and the Eckford Township Board members have each been given a copy for review.  The board has decided to look over the report and come back with discussion at our December board meeting.  The Conditional Use Permits have been sent out by D. Malloch and they will be discussed at the PC’s December meeting.  Then the PC will be able to look at the proposed Blight Ordinance starting in January.
 
LIBRARY REPORT
Given by L. Dunn, the library will be closed on Dec. 2 & 3, 2007 for work on their new automation system.  Spanish will also be available on line as well for the Spanish speaking people in our community.
 
CITIZENS COMMENTS
A.     Blight from Marengo Township Fire Dept. shared they have had 17 runs which
 includes medical runs for Eckford so far for the year.  W. Cornell asked if things were well at the dept.?  A. Blight stated that they were well.  B. Rapp asked if their township supervisor was doing better?  A. Blight stated that he was doing better.  There has been no new fire station talk going on.
 
L. Blight stated that things were going well with her new position on our Zoning Board of Appeals.
 
COMMUNICATIONS
A list of communications were distributed and attached to the monthly minutes.
 
OLD BUSINESS
Wilder Creek has not contacted the lawyer with our last proposal that was sent to them. 
 
 
NEW BUSINESS
Cemetery Ordinance, W. Cornell shared that a number of things were different from the old ordinance.  The board will bring it for discussion at the December meeting.
 
Planning Commission has an opportunity to renew their certification.  R. Buskirk has been in contact with a member at MSU and will try to coordinate a possible time for the members of the planning comm. to get together and possibly do this together.  She will also find out about getting D. Malloch certified as well.  The township will be glad to pay for the cost of getting the re-certification taken care of as well as for certifying D. Malloch.

A motion was made to adjourn by W. Cornell at 8:50 p.m. and seconded by W. Thomas.  CARRIED
