ECKFORD TOWNSHIP of

CALHOUN COUNTY

 

November 17, 2008

 

Supervisor Rapp called the Eckford Township Board to order at 8:00 p.m.

 

Others in attendance were W. Thomas, K. Hinkley, T. Baylis, W. Cornell, A. & L. Blight, R. Buskirk, Keith Lawrence, D. Masternak, and R. Dunn.  ABSENT:  NONE

 

Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.

 

A motion was made to accept the minutes of the October 15, 2008 regular Monthly meeting and the Fire Millage meeting by W. Thomas and supported by T. Baylis.  CARRIED

FINANCIAL STATEMENT

T. Baylis, Treasurer gave the financial statement with:

            RECEIPTS for October of     $ 16503.43

            DISBURSEMENTS of          $ 13215.31

            BILLS TO PAY                     $   9691.54

 

K. Hinkley made a motion to accept the Treasurer’s report and pay all the bills.  W. Cornell seconded the motion.   CARRIED

 

T. Baylis stated that we needed to amend the budget in (3) three categories, Advertising, Conventions and Equipment. W. Cornell made a motion to transfer $500 from the Capital account to the Equipment, Conventions and Advertising account.  W. Thomas seconded the motion.  CARRIED

HOMER FIRE BOARD REPORT

Given by W. Thomas,  he informed us that the Fire Board had opened another CD with County National in Homer with Eckford’s Tax-ID number with $125,000 in it.  The Homer Fire Dept. has also received a grant from the DNR.  This is a matching grant.  W. Thomas also went to the Homer Village meeting in November and asked for the money that the Fire Dept. had loaned the Village of Homer a while back.  They wrote the Fire Dept. a check for the money they owed.    W. Thomas also supplied the board members with the new 2009 Homer Fire Budget proposal.  The board asked several questions about runs and the percentages of what we are being charged.  T. Baylis asked if there was any talk about changing the contract in the way in which we are charged.   W. Thomas stated that there had been discussion about changing the contract but it never came up to a vote.

MARSHALL FIREFIGHTERS AMBULANCE REPORT

Given by W. Thomas,  there was 1 run in October there has been a problem with one of the remounts of the chassis for one of the ambulances so they won’t get it when it was expected. 

ZONING REPORT

Given by R. Buskirk, there have been no permits for this month.

 

R. Buskirk sent a letter to Gary Tompkins of Homer to request that the trash from his property at 207 Maple St. be cleaned up.  Another letter will be mailed to Shirley Mull of Eagle to have a dilapidated barn on her property be taken care of.  A blight problem has been reported on J Drive S. about some illegal dumping that is going on across from the Cunkle property.                 

           

PLANNING COMMISSION

Given by R. Dunn, the Planning Commission looked over the results from the attorney and there was dissatisfaction in the report from the attorney for direction on the Blight Ordinance.  They would like to have the attorney’s at MTA to look it over.    They did put in the changes to the Planning Commission Ordinance and a new one was forwarded to each member of the board before the meeting to look over.  A few minor changes were made to the proposed Planning Commission Ordinance.  

 

A motion was made by W. Thomas to accept the Planning Commission Ordinance of 2008 and seconded by W. Cornell.  CARRIED

 

LIBRARY REPORT

Given by R. Dunn, for Lynda, the Marshall District Library has received the Library of Excellence Award this is given to one library out of more than 1700 libraries in the State.  A check for $5000 has been given to the library.  CONGRATULATIONS!  They will have an Open House on Tuesday, November 18, 2008 from 1-7

Blight Ordinance is still under construction

 

NEW BUSINESS

Audit Review—there were no problems seen with the Audit and everything has been filed appropriately.

 

Bruce gave Wayne Thomas a certificate of Appreciation for the years of dedication to the Eckford Township Board from 2000 to 2008 as a Trustee.  Thank you, Wayne!

 

Bruce swore the 2008-2012 board which consisted of Teresa Baylis, Trustee, Wayne Cornell and Keith Lawrence, Trustee, Kimberly Hinkley, Clerk and Bruce Rapp, Supervisor.

 

Wayne Cornell will take Wayne Thomas’ spot on the Marshall Fire Fighters Ambulance Board and Bruce Rapp will take the Homer Fire Board spot for Wayne Thomas.

 

ADJOURNMENT

A motion was made to adjourn by W. Thomas at 9:16 p.m. and seconded by K. Hinkley.  CARRIED
