CALHOUN COUNTY
Supervisor Rapp called the regular meeting of the
Eckford Township Board to order at 8:00 pm.
Others in attendance were T. Baylis, W. Cornell, K. Hinkley, M. Delaney,
L. Blight, J. Dobbins, R. Buskirk, D. Masternak .
ABSENT: K. Lawrence
Supervisor Rapp led the group in the pledge and T.
Baylis gave the invocation.
W. Cornell stated that he noticed he had given the
wrong numbers in October for the August runs which should have been 2 and the
September runs were 7 for the Marshall Ambulance.
A motion was made by W. Cornell to accept the Clerk’s minutes of the
October 19, 2009. T. Baylis seconded
the motion.

W. Cornell made a motion to accept the Treasurer’s
Report and pay the bills. K. Hinkley
seconded the motion.

Given by T. Baylis, it was a very positive meeting.
They have agreed to go to the actual percentages instead of the minimum
10%. Eckford will be paying 8.4% for
2010. The chief position is still in
the talking stages. They are still
waiting to see what the village will be doing about their budget and their
position about the chief position.
Clarendon Township is not in favor of a chief position.
The money that is left over in the account at the end of a budget year
was usually split between the townships and given back.
There is about $33,000 left over at the end of the year.
Discussion is being heard on exactly what should be done with the money.
Using it on equipment or bills instead of giving it back to the
townships. K. Hinkley stated that
she is not in favor of hiring a full-time chief.
K. Hinkley stated that the chief has a great responsibility but our
economy is not in a state where we can afford to staff a full-time chief.
T. Baylis stated that the chief position is not making enough money for
the job he is currently doing. K.
Hinkley stated that she totally agrees and that the position definitely needs to
have an increase.

there were 10 runs in October for Eckford and there were 292 in October
for the MFFA area. They are down 300
runs from 2008. There are 44 more
runs for the wheelchair van. They
were 305 runs in October 2008. They
have bought their 800 mghz radios.

are 5 building permits issued.

Mr. Farmer has been asked to comply and has been given a final 30 days to clean

Mile Rd., removal of junk cars from property are to be removed from property by

Given by D. Masternak, the PC has finished up the
Zoning Ordinance changes and they will be looking at them 1 more month.
They talked about the IPMC and are going to talk to the attorney to see
where they may be able to fill in some gaps instead of adopting the whole thing.
They will be having a public hearing for the Wind Energy Ordinance in
December before the regular start of their meeting.

the club house is closed down for the winter to save money from having to
heat it. It was a successful year
with the haunted castle and the membership.
November 18th will
be an appreciation dinner.
They will be planning their priorities for the 2010 year for the club.
J. Dobbins stated that he would like to see follow
through of enforcement of R. Farmer violation to show that the township is
serious about compliance.
T. Baylis stated that this man is below poverty and that the township
will probably be paying for the clean-up and probably not recover the money.
Homer Fire Board Agreement, the changes have been
made by the Homer Fire Board that Eckford Township asked for.
W. Cornell made a motion to enter into the Homer Fire agreement with the
changes of actual percentage in the amount for fire protection from a minimum of
10% to actual and that the truck funds will be forgone for the 2010 year.
K. Hinkley seconded the motion.

Wind Energy Ordinance, T. Baylis asked if the
township has to monitor the logs on the wind towers.
R. Buskirk or M. Farmer will
be able to ask for the logs. T.
Baylis asked if it is the townships responsibility and D. Masternak stated not
really.

a form with the break downs of what the statewill be paying for
maintenance and what the township options would be to pay for depending on the
amount of coverage was passed out to each board member.
B. Rapp made a motion to go ahead and pay for the full coverage amount.
W. Cornell seconded the motion.
