The regular monthly meeting of the Eckford Township Board was called to order at 8:00 p.m. by Supervisor Bruce Rapp.  Others in attendance were T. Baylis, W. Cornell, K. Hinkley, W. Thomas, R. Buskirk, Karen, Ashley and Anthony Clark, R. Dunn, A. & L. Blight, Dawn Masternak, Jill Booth and M. Parker.
 
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
 
A motion was made to accept the minutes of the April 21, 2008 Regular Monthly meeting minutes were approved by W. Thomas and supported by T. Baylis.  CARRIED
 
FINANCIAL STATEMENT
T. Baylis, Treasurer gave the financial statement with:
            RECEIPTS for Apr. of             $ 16813.63
            DISBURSEMENTS of            $ 23989.83
            BILLS TO PAY                       $   8525.64
K. Hinkley made a motion to accept the Treasurer’s report and pay all the bills.  W. Thomas seconded the motion.   CARRIED
 
T. Baylis reported that we need to move $200.00 from the Capital Account to the Misc. expenditure item.  K. Hinkley made a motion to move $1000 from our Capital Account to the Conventions Expense Account.  W. Thomas seconded the motion.  CARRIED
 
HOMER FIRE BOARD REPORT
Given by W. Thomas, the fire department has been granted $2000. from the Homer United Way for fire prevention materials.  During the audit going on at the Homer Village they discovered that Clarendon Twp. had not made a payment for fire services.  Clarendon had discovered this a while ago but the previous Clerk/Treasurer said it was not due.  This money which has now been paid was used to buy 6 new airpacks and 7 new bottles.  The firemen also gave money to buy 1 new pack and 2 new bottles.
 
MARSHALL FIREFIGHTERS AMBULANCE REPORT
Given by W. Thomas,   everything is going well there were 3 runs in March and none in April.
 
 
MARENGO FIRE DEPARTMENT
Given by Art Blight, the Marengo Township Fire Department has ordered a new fire truck.  The chassis is being built by a company in Union City.  Marengo Fire Dept. is asking how they can get the truck fund money from Eckford.  T. Baylis shared that their board would have to request it next year when our contract comes expires.
 
ZONING REPORT
Given by R. Buskirk, there were 3 permits issued for this month. 
            D. Guilford—pump house
            J. Tucker—addition
            J. Monk—addition
 
On May 11, 2008 R. Buskirk received a complaint from J. Fuller of Eckford Village that a semi-tractor trailer belonging to Larry Moore was parked on the Clark property behind the Fuller’s home.  R. Buskirk made a call to K. Clark and she volunteered to have the semi moved.  It was moved a short time later.
 
R. Buskirk has asked the board’s permission to pursue any training there might be for a Zoning Administrator.  The board has given her permission to look into training.  She is also working on a complaint procedure and will present it at the June board meeting.
 
PLANNING COMMISSION
Given by R. Dunn, the commission is continuing work on the Blight Ordinance. They are making progress and there is still more to cover.
 
LIBRARY REPORT
NONE
 
CITIZENS COMMENTS
K. Clark asked for a copy of the Township minutes and the Planning Commission minutes for the last two (2) years. 
 
Jill Booth addressed the board letting us know that she is running for District Court Judge.  She passed out a pamphlet to each board member.
 
Anthony Clark asked the board if he is at his mother’s, Karen Clark’s, and he is working on his semi truck and the Fuller’s complain if he will have to move his semi?  He stated that he would not move his truck.
 
Matt Parker asked the board when the harassment of the Clark’s by the Fuller’s was going to quit?
 
COMMUNICATIONS
A list of communications were distributed and attached to the monthly minutes.
 
 
OLD BUSINESS
Resolution 2008-2 Cemetery Ordinance was read by B. Rapp.  W. Cornell made a motion to accept Resolution 2008-2.  T. Baylis seconded the motion.  W. Cornell proposed an amendment to the Cemetery Ordinance to add that a resident of Eckford Township who has been a resident for at least 36 continuous months of occupancy may receive one (1) burial plot.
 
Resolution 2008-3 Cemetery Ordinance Fee Schedule was read by B. Rapp and a motion was made by W. Thomas and seconded by W. Cornell to accept the proposed Cemetery Ordinance Fee Schedule.  A roll call vote was taken and the Ordinance was unanimously passed. 
 
Resolution 2008-4 Civil Infraction Ordinance, was read by B. Rapp and a motion to accept the proposed Civil Infraction Ordinance was made by W. Cornell and seconded by W. Thomas.  A roll call vote was taken and the Ordinance was unanimously passed.
 
The proposed Eckford Township website given in April by Dawn Masternak was looked over and the board had some discussions about how many pages were needed and the cost for the website.  The board has decided to have a special meeting with Dawn on Monday, June 9 at 6 pm.
 
NEW BUSINESS
Fredonia Township Fire Department Contract was read by B. Rapp, they want to increase the amount of fire protection a year for the next three years from $8,000 to $14,000.  Our board asked if we could meet with the Fredonia Township Board on the 9th of June at 7 pm.  K. Hinkley will call their Clerk R. Albaugh and see if their board can meet with ours.
 
B. Rapp stated he would call Mike Farmer to see if he is still interested in working for our township as a Zoning Enforcement Officer.
 
ADJOURNMENT
A motion was made to adjourn by W. Thomas at 9:28 p.m. and seconded by K. Hinkley.  CARRIED
