The Eckford Township board was called to order at 8:00 p.m. by Supervisor B. Rapp.  Others in attendance were T. Baylis, K. Hinkley, W. Thomas, W. Cornell, D. Malloch,
L. Dunn and R. Buskirk.
 
The Pledge was led by Supervisor Rapp and the invocation was given by T. Baylis.
 
A motion was made to accept the minutes of the June 18, 2007 meeting and the 2007/2008 Budget meeting minutes by W. Thomas.  The motion was seconded by W. Cornell.  CARRIED
 
FINANCIAL STATEMENT
The financial statement was given by Treasurer T. Baylis.
            INCOME                                          $19598.33
            MONTHLY DISBURSEMENTS    $12583.34
            BILLS TO PAY                                $34756.75
 
A motion was made to accept the Treasurer’s report and to pay all the bills by W. Thomas.  The motion was seconded by K. Hinkley.  CARRIED
 
HOMER FIRE BOARD REPORT
Given by W. Thomas, the last board meeting was cancelled because there wasn’t enough for a quorum.  Only (3) three members showed up.  They are looking at going back to quarterly meetings.  They are still looking at the fire agreements.
 
MARSHALL FIRE FIGHTERS AMBULANCE
Given by W. Thomas, Eckford had 8 runs in June.  There were a total of 352 runs for May and 318 for June.  The number of runs affects the budget if they are Medicare or Medicaid runs.  One pays only a base rate.  And you can’t go back on the patient for the difference.
 
ZONING ADMINSTRATOR
Given by D. Malloch, there were two (2) permits issued this month.

PLANNING COMMISSION
Given by R. Buskirk, the July 9th meeting has been moved to July 23, 2007.  They are continuing work on the Cemetery Ordinance using the new one that was drafted rather than using the old one.  The Planning Comm. met at J. & S. Kiessling’s gravel pit for their Conditional Use Permit. A decision was not made that night.  They want to discuss it further before they make a decision.
 
 
 
LIBRARY REPORT
Given by L. Dunn, they are working on the budget and they now have a signed agreement with the Homer Library that goes to June 30, 2011.  They will then revisit the contract.  The summer reading program is the biggest that they have had in recent history.

OLD BUSINESS
Wilder Creek—everything is done and ready to sign the property over except they cannot find a document that signs the property over from the ‘Rearing Pond’ to the Wilder Creek Conservation Club.  The title company does not want to give us title insurance with out this.  The lawyer says we can still sign and they follow up with the information at a later date and get the title insurance.  The problem with out having the title insurance would be if we were to ever sell the property they could not guarantee the boundaries.  Eckford Township has no intentions of selling the property at any time.  There is a safe at the Club and Bruce will contact a locksmith to see about opening the safe in the hopes that there may be documentation inside that may be helpful.  Greg Jolin sent us copies of deed for the property from 1923-1950.  They are on file. 
 
City of Marshall Park at Stuart Lake—Bruce talked to a Chet Atkins from the city and he stated that there will be a light at the parking lot.  The only problem that they had was the first parking lot that they paved was on top of the gas lines and it had to be moved.  Any police concerns will be addressed by Marshall City Police.
 
Eaton’s dinner will be at 5 p.m. on July 23, 2007 all board members for Eckford Township are invited.
 
Propane Companies—W. Thomas was asked if he had called around to get quotes for a new propane company for the town hall.  He said that he had to get back with them.
 
NEW BUSINESS
Halloo Farms is looking to expand their operation by 1,000 cows.  They are applying with the state for the necessary permits.  This may take up to 1 year before this takes place.
 
Newsletter—Lynda is looking at having a small newsletter go out with the tax bill this winter.  This would go out the end of November.
 
MTA—there will be a County Chapter meeting on Wed., July 19, 2007 to see if the townships want to continue having a county chapter.  Kim will be attending the meeting.  Everyone is invited.  It was suggested that maybe our township could have a rotation schedule of who attends each meeting.
