ECKFORD TOWNSHIP of

February 18, 2008
 
The regular monthly meeting of the Eckford Township Board was called to order at 8:01 p.m. by Supervisor Bruce Rapp.  Others in attendance were K. Hinkley, T. Baylis, W. Cornell, W. Thomas, J. & D. Fuller and Blaine VanSickle.
 
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
 
A motion was made to accept the minutes of the January 21, 2008 Regular Monthly meeting minutes were approved by W. Thomas and supported by W. Cornell.  CARRIED
 
FINANCIAL STATEMENT
T. Baylis, Treasurer gave the financial statement with:
            RECEIPTS for Jan. of             $15248.73 
            DISBURSEMENTS of             $16083.55
            BILLS TO PAY                      $12048.10
K. Hinkley made a motion to accept the Treasurer’s report and pay all the bills.  W. Thomas seconded the motion.   CARRIED
 
HOMER FIRE BOARD REPORT
Given by W. Thomas, the board has voted to have Kurt Swope as the new Homer Fire Chief.  We wish Kurt the best in his new position.  Otherwise everything is going well.
 
MARSHALL FIREFIGHTERS AMBULANCE REPORT
Given by W. Thomas,  he was not able to attend the January meeting.
 
ZONING REPORT
Given by B. Rapp, there were no permits issued this month and Dave could not be here tonight.
 
 
PLANNING COMMISSION
Given by W. Cornell, the PC is still going over the Blight Ordinance.  Karen Clark and her neighbors the Fullers were in attendance once again to discuss the issue of the Clark’s dormant semi trailers and blight around her property.  
 
 
LIBRARY REPORT
Lynda was absent but asked that we choose a representative to attend the Library’s afterschool project which will teach children how to garden and the joys of farming.   At this time for the first meeting Lynda will be our only representative.
 
CITIZENS COMMENTS
Drain Commissioner Blaine VanSickle was in attendance to our meeting concerning the Olney Drain which is located on L. Drive S.  This drain runs on both Eckford Township and Clarendon Township.  The last time this drain was cleaned out was in 1929.  The County has already spent $5,000 already and is in need of $2500 from the township along with the same amount from Clarendon to help with the expense of cleaning this drain up.  T. Baylis asked if we could have the assessment to the landowners spread out to three (3) years if possible.  Comm. VanSickle stated that he would like to see that happen as well.   The only other work that might be done in our township in the next year would be the Ball/Patterson Drain along Wilder Creek. 
 
W. Cornell made a motion to adopt Resolution 2008-1 to pay $2500 to the Calhoun County Drain Commission for the Olney Drain.  W. Thomas seconded the motion.  CARRIED
 
Jason and Dani Fuller asked what the course of action would be with a Civil Infraction.  B. Rapp said we would look into whether we have a Civil Infraction Ordinance and go from there in our course of action.  The Fuller’s asked if the Zoning Adm. could get something going to have the trailers removed?  B. Rapp stated that we would be in contact with our attorney to see what our next course of action should be.
 
COMMUNICATIONS
A list of communications were distributed and attached to the monthly minutes.
 
OLD BUSINESS
Fire Departments:  B. Rapp and K. Hinkley will met with the Marengo Fire Chief and the Dept. Chief talk over any other options for our Fire coverage dilemma. They will be getting back with us about cost if we were to have them cover the eastern half of the township.   We will still be meeting with Fredonia and Homer in the near future.
 
NEW BUSINESS
Budget Meeting—K. Hinkley asked if we could have an early budget meeting to go over where we might be able to make other cuts since we are having trouble finding the funds to pay for three (3) fire departments.  A budget meeting will be on March 24, 2008 at 6:30 pm.
 
Marengo Township Fire Agreement for April 1, 2008 until March 31, 2009 was read by B. Rapp.  The price has gone up from $9765 to $10,000.  W. Cornell made a motion to accept the Marengo Township Fire Agreement.  W. Thomas seconded the motion.  CARRIED

A motion was made to adjourn by W. Thomas at 8:53 p.m. and seconded by K. Hinkley.  CARRIED
