ECKFORD TOWNSHIP of

December 21, 2009

 

Supervisor Rapp called the regular meeting of the Eckford Township Board to order at 8:00 pm.  Others in attendance were T. Baylis, K. Lawrence, W. Cornell, K. Hinkley, M. Delaney, A. & L. Blight, R. & L. Dunn, R. Buskirk, G. Moore, S. Mobley, S. Hinkley, K. & L. Kiessling, D. Masternak and Zachary.   ABSENT:  NONE

 

Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation. 

 

CLERK MINUTES

W. Cornell stated the minutes under Old Business for the Homer Fire Board Agreement motion should have read; motion to enter into the Homer Fire agreement with the changes of actual percentage in the amount for fire protection from a minimum of 10% to actual and that the truck funds will be an actual percentage as well forgone for the 2010 year.  A motion was made by W. Cornell to accept the Clerk’s minutes of the November 16, 2009.  K. Lawrence seconded the motion.  CARRIED

 

FINANCIAL STATEMENT

T. Baylis, Treasurer gave the financial statement for December with

            RECEIPTS                    $    2,425.90

            DISBURSEMENTS        $   16,248.03

BILLS TO PAY              $     7,346.89

K. Lawrence made a motion to accept the Treasurer’s Report and pay the bills.  W. Cornell seconded the motion.  CARRIED

 

HOMER FIRE BOARD REPORT

Given by B. Rapp, Eckford has had 13 runs for the year as of the December meeting.  Eckford will start paying the five year average of what they actually used starting in 2010 instead of the minimum 10%.  They are still talking about a full-time chief position but they aren’t sure the Homer Village’s position on this yet.  The board would like to use the fund balance money left over in the account that is usually sent back to the entities each year for gear replacement etc. instead of being given back to the townships and village.  T. Baylis asked if they would be able to add the full-time fire chief in this year’s budget.  B. Rapp stated no but they want us to keep promoting this at our board meetings.

Given by W. Cornell,  no December meeting

 

ZONING ADMINISTRATORS REPORT

Given by R. Buskirk, as of November 16, 2009 there were no building permits to report.

           

CODE ENFORCEMENT OFFICER REPORT

Given by R. Buskirk for M. Farmer,

            New Complaints--  K. Keissling has been sent a letter to try and collect the building permit fee for a deck that was put on their home with out a building permit.--pending

Kathy LaRoe at 6349  20 Mile Road, clean-up of the property from a burned structure.  Contact has been made and abatement pending.

Robert Farmer property 110 Ogden St.—Mr. Farmer is working on getting the cars cleaned-up—pending

            Jason Blackburn property, J. Drive S.—still working on getting him to clean-up the property—pending

            Collins Property, 7650  22 ½ Mile Rd., little progress has been made and will not be cleaned up by the December 21 deadline.  M. Farmer told R. Buskirk that we should extend his time 4 more months to co-inside with his building permit—pending  W. Cornell made a motion to give the Collins 4 more months to clean-up and be completed, junnk gone and the barn done.  K. Lawrence seconded the motion.  CARRIED  4 yea 1 nay

            G. Tompkins, 107 Maple St.,  property is now cleaned up--CLOSED

            G. Newsome, property on J. Drive S.,  most of the property is cleaned-up but full compliance is still being sought—pending

PLANNING COMMISSION

Given by D. Masternak, the PC had a public hearing for the Wind Energy Ordinance before their last meeting.  They have decided to change 1 paragraph and they have sent it to the County Planning Commission for their comments and approval.  Election of officers has taken place and they have stayed the same as last year with D. Masternak as Chair and M. Delaney as Secretary.  They talked about the agenda for the PC for 2010 and keeping on track.  The PC is compiling the Zoning Ordinance changes and they will sending them to the County PC as well.   D. Masternak spoke with the attorney about a Lake Zoning Dist. to help with all the variance applied  for at Stuart Lake.  The attorney will be sending an example for this as well working with us on noxious weeds and the IPMC to work with foreclosures.

           

LIBRARY REPORT

Given by L. Dunn, the library will be closed early for Christmas and New Years.  Look at the new newsletter for many great opportunities in 2010.  As always you can get computer support and use their computers with the high speed internet.

 

WILDER CREEK

Given by S. Hinkley,  everything is closed up for the winter at this time. Hopefully a primitive shoot will be in the spring and we will be working on summer activities.

 

MARENGO TOWNSHIP FIRE DEPT.

A. Blight stated that Eckford had 9 runs for 2009.

 

CITIZENS COMMENTS

G. Moore was here for Senator Nofs with an updated list of contacts for him and his office.

 

B. Dunn asked who had the final authority to give tax exemption for Wilder Creek?  B. Rapp stated it was the assessors. 

 

K. & L. Kiessling stated that they were upset with the way they were charged for a deck they built before getting a permit.  They stated that they planned on paying for the permit but they didn’t think it would be a problem to build the deck and then get the permit.  They were charged double the permit fee per the townships building code.  After several calls from the Zoning Adm. R. Buskirk she turned the case over to Code Enforcement Officer (CEO) M. Farmer to collect.

 

OLD BUSINESS

NEW BUSINESS

Homer Fire Budget for 2010 was given to each board member to look over prior to the meeting.  K. Hinkley stated that the chief did a great job in saving a lot of money in this years budget.  Yet she feels chief position needed a raise.  It is a lot of responsibility and time for a very little amount of money.  B. Rapp stated that he would bring it up at their December Homer Fire Board meeting.  W. Cornell made a motion to approve the 2010 Homer Fire Budget.  K. Lawrence seconded the motion. CARRIED

 

Conditional Use Permit for Dwight Dunn.  A motion was made by T. Baylis to approve the Conditional User Permit for Dwight Dunn for farm help.  K. Lawrence seconded the motion.  CARRIED

 

Board of Review, B. Rapp stated that 1 change was made for Kara & Marv Kielssing.  Teresa caught the problem on their taxes.  D. Brunner our assessor thought that property taxes might go down about $100 next year.

 

W. Cornell asked if we should look at our building permit fee late charge after the Kiessling complaint.  R. Buskirk stated she would look into it and see what other townships charge for building w/o a permit.

K. Hinkley made a motion to adjourn at 9:09 pm. Seconded by K. Lawrence.  CARRIED
