ECKFORD TOWNSHIP of
CALHOUN COUNTY
December 17, 2007
The regular monthly meeting of the Eckford Township Board was called to order at
8:00 p.m. by Supervisor Bruce Rapp. Others in attendance were K. Hinkley,
T. Baylis, W. Cornell, W. Thomas, J. & D. Fuller, R. & L. Dunn and R. Buskirk,
D. Malloch and R. DeJong.
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
A motion was made to accept the minutes of the November 19, 2007 Regular Monthly
meeting were approved by W. Cornell and supported by W. Thomas. CARRIED
A motion to accept the minutes of the December 3 & 10, 2007 Fire Department
Special Meetings were approved by W. Thomas and seconded by W. Cornell.

FINANCIAL STATEMENT
T. Baylis, Treasurer gave the financial statement with:

W. Cornell made a motion to accept the Treasurer’s report and pay all the bills.
W. Thomas seconded the motion. CARRIED
HOMER FIRE BOARD REPORT
Given by W. Thomas, there are a few amendments to the budget that the board is
working on. A few updated run totals are 259 for the year so far, 21 in
Eckford with 1 more medical in Eckford. Applications are due January 11,
2008 for the Chief position. There are still just 3 applications so far.
MARSHALL FIREFIGHTERS AMBULANCE REPORT
Given by W. Thomas, everything is going okay and nothing new to report at
this time.
ZONING REPORT
Given by D. Malloch, there was 1 permit this month:

PLANNING COMMISSION
Given by R. Dunn, the PC has gone over the Conditional Use Permit applications
and have approved all of them and given them to the Eckford Township Board.
The Cond. Use permit for Lisa Cunkle has one condition that she provides a copy
of her state license for the board in order to have approval for 2008. R.
Buskirk has provided the PC with 3 different Blight Ordinances to look at to
come up with a new one for Eckford Township. The January 14, 2008 PC
meeting will be at Bruce’s Schoolhouse since the town hall will be set up for
the Jan. 15, 2008 Presidential Primary. R. Buskirk updated the board
on the training for the PC. It will cost $360 for the updated training for
the commission members who have already gone through the training.
They will be going to Colon for the training. D. Malloch will be looking
into taking an online class because of his work schedule.
LIBRARY REPORT
Given by L. Dunn, the new automation system is up and running. There are
still some glitches that they are working on for the internet part of the new
system. L. Dunn also stated that her appointment is up on the Library
board in February and she would need to be directed by the board as what their
wishes are. W. Cornell made a motion to reappoint Lynda Dunn to the
Marshall Library board as the Eckford Township Representative for another term.
W. Thomas seconded the motion. CARRIED
CITIZENS COMMENTS
Jason and Danielle Fuller of 411 Maple St, have come to the board to request
that we look at our Zoning Ordinance concerning their neighbor Karen Clark.
The Fuller’s have been trying to sell their house for about 1 year. But
the comments keep coming about the junk behind the house that belongs to the
Clark family from an old trucking business that is no longer in operation.
The Fuller’s have tried to resolve this with their neighbor Karen Clark to no
avail. The Fuller’s have given each board member a copy of a letter from
their realtor concerning the feed back they have gotten when showing the
Fuller’s house. As well the Fuller’s have given each board member a copy
of sections of our Zoning Ordinance in which they feel The Clark’s are
inviolation of as well as pictures of what they have to look at outside their
window. B. Rapp asked R. Dunn the PC Chair to look at this and he felt
that the Clark’s are in violation of several Zoning Ordinances as well. B.
Rapp asked R. Dunn to contact the township attorney to draft a letter to Karen
Clark about the problem. The Eckford Township board felt this was the best
solution to this problem at this time.
COMMUNICATIONS
A list of communications were distributed and attached to the monthly minutes.
OLD BUSINESS
Cemetery Ordinance: a few corrections will be made to the ordinance per K.
Hinkley’s request. She will make the changes and then make copies for each
board member and send them to R. Dunn and R. Buskirk.
Fire Departments: B. Rapp asked that this be tabled until January.
W. Thomas stated that it is Eckford’s turn to have 3 members on the Fire Board.
This will start in January and will be for 2 years.
NEW BUSINESS
Resolution 2007-07 Calhoun County Smoke Free Policy, was read by B. Rapp.
T. Baylis made a motion to accept the Calhoun County Smoke Free Policy for
Eckford Township as read. W. Thomas seconded the motion. CARRIED
Conditional Use Permits
Haloo Farms:
W. Thomas made the motion to accept the conditional Use Permit for 2008. W.
Cornell seconded the motion. CARRIED
Frank Hitz:
T. Baylis made the motion to accept the conditional Use Permit for 2008.
K. Hinkley seconded the motion. CARRIED
Dwight Dunn:
W. Thomas made the motion to accept the conditional Use Permit for 2008.
K. Hinkley seconded the motion. CARRIED
Lisa Cunkle:
T. Baylis made the motion to accept the conditional Use Permit for 2008 with the
condition that she provides the township with a copy of her state license.
W. Thomas seconded the motion. CARRIED
K. Hinkley will send Mrs. Cunkle a letter requesting she send us a copy of her
state license.
ADJOURNMENT
A motion was made to adjourn by T. Baylis at 8:51 p.m. and seconded by W.
Thomas. CARRIED
