The Eckford Township Special Board meeting was called to order by Supervisor Rapp at 7:00 p.m.  Also in attendance were T. Baylis, W. Thomas, K. Hinkley, W. Cornell, B. Boyd, R. Cavender, K. Swope and B. Burkwalt.

The Eckford Township Board met with the Homer Fire Dept. from 7-8 pm.

Since we are partners with Homer Fire Dept. we are charged per run which cannot be less than 10% which is the category that the township has fallen into.  The last revision of the contract was about 1984 or 1974.  We are really only using about 8% of the calls in a calendar year.

T. Baylis asked if we could get a 5 year number of total runs with medical’s and down trees?

B. Rapp asked if we could contract with Homer F.D. instead of being a partner?  B. Burkwalt replied it would be up to the Fire Board.

W. Thomas said they have looked into a proposal to save money to go to $100 a run for whoever shows up to split between themselves.

MFFA gives supplies back to the HFD that they have used when they go on a medical run so there is no cost to the fire dept. for supplies.  There is an agreement with the ambulance services that come into the Homer F.D. jurisdiction.

B. Rapp asked if they would be billing insurance companies for fire of medical runs?

Homer F. D. replied they did not feel it was feasible to do so at this time.

Response times shared for 2006 by K. Swope were:
            6 medicals---5.1 people per run
8 fire runs---12.3 people per run
            mutal aid---1 w/ Marengo—20 people
                                2w/ Fredonia—20 people
It is 6.3 miles from H.F.D. to F. Drive and 22 Mile Rd.  There is an average response time of 9.46 minutes per call.   In 2007 as of Dec. 10 there were 4 medical runs and 15 fire runs.

At 8 p.m. we met with Marengo Township Fire Dept. with Chief S. Bosserd and his wife Katie Bosserd.

S. Bosserd shared that the Marengo Twp. board has the final decision on how much the fire budget is every year.

B. Rapp asked if Marengo would or could handle covering more area in our township.  S. Bosserd stated that he would but the decision would be up to his board.

T. Baylis asked if they forsee any increase in the fire budget that would affect Eckford?  S. Bosserd stated not that his is aware of at this time.

B. Rapp asked if they go on trees down?  S. Bosserd stated they do not unless they have wires down with them.

The next purchase Marengo is looking at is a 2500 gallon pumper tanker/wetside tank.
Marengo also has a truck at the edge of Marengo/Lee line.

S. Bosserd shared there have been 2 runs in the last 2 months.   So far this year a total of 118 runs with medicals.  Marengo also bills insurance co.  They do not bill Eckford Township residents at this time but they would if our board approved that they do so.
Marengo F. D. pays $20 per man the 1st hour then $10 an hour after that.  They have 206 men for each medical run.  There are 21 men on the Marengo F. D. with 3-4 from Eckford Twp.  S. Bosserd shared that their response time is approximately 3-4 min. to get the truck rolling then about 1 min. per mile to the call.

B. Rapp thanked all for coming and motion for adjournment at 8:15.
