ECKFORD TOWNSHIP of

April 21, 2008
 
The regular monthly meeting of the Eckford Township Board was called to order at 8:00 p.m. by Supervisor Bruce Rapp.  Others in attendance were K. Hinkley, T. Baylis, W. Cornell, W. Thomas, Karen,  Anthony Clark, R. Dunn, L. Blight and Dawn Masternak.
 
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
 
A motion was made to accept the minutes of the March 17, 2008 Regular Monthly meeting minutes and the March 24, 2008 Budget Meeting were approved by W. Thomas and supported by W. Cornell.  CARRIED
 
FINANCIAL STATEMENT
T. Baylis, Treasurer gave the financial statement with:
            RECEIPTS for Mar. of         $  3056.55
            DISBURSEMENTS of         $  9275.44
            BILLS TO PAY                      $ 23919.83
W. Cornell made a motion to accept the Treasurer’s report and pay all the bills.  W. Thomas seconded the motion.   CARRIED
 
T. Baylis reported that we have gone over in our Conventions expenses due to new training for our Planning Commission board for Zoning and we need to adjust the expenditure item.  W. Thomas made a motion to move $1000 from our Capital Account to the Conventions Expense Account.  W. Cornell seconded the motion.  CARRIED
 
HOMER FIRE BOARD REPORT
Given by W. Thomas, the fire runs were 2 for March and 4 so far for the year with 1 medical and 1 brushfire.
 
 
MARSHALL FIREFIGHTERS AMBULANCE REPORT
Given by W. Thomas,   the Authority will have a total of 5 ambulances when they receive their new one.  They have 1 basic life ambulance, 4 advance life ambulances.  There are 16 full-time paramedics and 3 part-time paramedics.  There are 2 full-time EMT’s and 10 part-time EMT’s with 3 administration positions.
 
MARENGO FIRE DEPARTMENT
Given by LeAnne Blight, the Marengo Township Fire Department has ordered a new fire truck.  More details to come.
 
ZONING REPORT
Given by R. Buskirk, there was 1 permit issued for this month.  She is still waiting for two (2) checks from J. Tucker and D. Guilford.

PLANNING COMMISSION
Given by R. Dunn, the commission is making good progress on the Blight Ordinance. They have agreed on definitions.   The Blight Ordinance is about halfway done.
 
LIBRARY REPORT
Given by R. Dunn,  the Annual Library Meeting was held and officers were elected.  Our own Lynda Dunn was re-elected as President.  They have received a grant to expand the after-school arts program.
 
CITIZENS COMMENTS
K. Clark once again came to the board to ask about the enforcement of our Zoning Ordinance with the cleaning up of her property.  She feels we are making her abandon her business, which hasn’t not been running for over 4 years.  The board relayed that they are just enforcing our Ordinance.
 
Dawn Masternak made a presentation to the board about a web-site for our township.  She passed out a packet of information to each member outlining what our option would be.  The board will look it over and make a decision at our May monthly meeting.
 
COMMUNICATIONS
A list of communications were distributed and attached to the monthly minutes.
 
OLD BUSINESS
Resolution 2008-1 Burr Oak Farms PA116 read by B. Rapp.  W. Thomas made a motion to agree to the Burr Oak Farms PA116.  K. Hinkley seconded the motion.  CARRIED
 
Resolution 2008-2 Cemetery Ordinance, some discussion about the ordinance has made us decide to table it until our May meeting.
 
Resolution 2008-3 Cemetery Ordinance Fee Schedule has been tabled as well until May.
 
Resolution 2008-4 Civil Infraction Ordinance, after some discussion the board will look back over this ordinance and it has been tabled until the May meeting.
 
Resolution 2008-5 Zoning Ordinance was read by B. Rapp, this Ordinance was passed by a roll call vote on March 19, 2007.  The Eckford Township Board would like to have all of its Ordinances passed by a Resolution.  A motion to accept Resolution 2008-5 was made by W. Cornell and seconded by W. Thomas.  A role call vote was given:

B. Rapp—AYE

Reminder:  Candidate filing’s are due to the Clerk by May 13, 2008 at 4 p.m.
K. Hinkley stated she would be glad to meet with anyone if they have questions about their packet.
 
NEW BUSINESS
Delinquent Personal Property,  T. Baylis has been trying to work with Tara DeGraw for several years with her back taxes.  She still cannot seem to make the necessary payments.  So T. Baylis will be going to court on April 28, 2008 about this.  She would like to have the board’s support to go after her house for back taxes.  W. Cornell made a motion to authorize the Treasurer Teresa Baylis to acquire the Tara DeGraw house for back taxes if necessary.  W. Thomas seconded the motion.  CARRIED
 
T. Baylis shared that we need to change our variance costs from $110 to $150 now that we have to publish the variance in the paper.  This will help cover the cost for this.  B. Rapp stated that we had lowered several years ago from $150.  W. Thomas made a motion to change the variance cost from $110 to $150 effective immediately.  Seconded by K. Hinkley.  CARRIED

A motion was made to adjourn by W. Thomas at 9:23 p.m. and seconded by K. Hinkley.  CARRIED
