The Eckford Township Board was called to order at 8:09 pm by Supervisor Rapp.
Others in attendance were W. Cornell, K. Hinkley, T. Baylis, R. & L. Dunn, R.
Buskirk, R. deJong, S. Collins, V. Clark, K. Clark, C. & M. Parker, K.
Lawrence, J. Miller, J. & J. Gabbard, J. & F. Heaton, D. Dunn, J. Fuller, M.
Bates, D. Masternak, D. Paulsen, E. Neufer, J. & S. VanTassell & daughter, W.
Black, S. Hinkley, J. Hallacy, T. Bailey, L. St. Laurent, T. Kissinger, G. Moore
and A. Clark. ABSENT: W. Thomas
Supervisor Rapp led the group in the pledge and T. Baylis gave the invocation.
A motion was made to accept the minutes of the May 19, 2008 Regular Monthly
meeting and the June 9, 2008 Special Meeting by W. Cornell and supported by T.
Baylis. CARRIED
FINANCIAL STATEMENT
T. Baylis, Treasurer gave the financial statement with:

W. Cornell made a motion to accept the Treasurer’s report and pay all the bills
with the transfer of funds from the Capital Account to Sexton of $150.00,
Township Dues of $46.00 and Service Charge of $150.00. K. Hinkley seconded
the motion. CARRIED
HOMER FIRE BOARD REPORT
Given by S. Hinkley, the fire department has bought 6 new airpacks and 7 new
bottles. The firemen also gave money to buy 1 new pack and 2 new bottles.
Now they are up to code with their airpacks and bottles. The fire board
talked about heat and fuel costs for the fire department and what they could do.
No decisions were made.
MARSHALL FIREFIGHTERS AMBULANCE REPORT
NONE
ZONING REPORT
Given by R. Buskirk, there have been no more permits since May 19, 2008.
R. Buskirk gave each board member present a copy of a proposed Zoning Ordinance
Complaint Procedure. The board will look it over and take any action next
month. A letter was sent to residents on Maple Street about their
newspapers and they were given a time limit to clean them up. This time
has come and gone and they have not cleaned them up. T. Baylis asked
how long it will take for the Planning Commission to pass the Blight Ordinance
that they are currently working on and get it to the Township Board? R.
Dunn stated about 4-6 months possibly. The Township Board has instructed
R. Buskirk to contact the lawyer to see what can be done next.
PLANNING COMMISSION
Given by R. Dunn, the commission is continuing work on the Blight Ordinance.
They are trying to decide exactly what blight is and how much is too much in
certain areas. This will continue to take some time.
LIBRARY REPORT
Given by Laurie St. Laurent the MLB Director, the use of the library has
continually gone up over the last 3 years. L. St. Laurent passed out
newsletters and a list of the 10 things you might like to know about the MDL.
She also shared about the website and all that can be accessed on it.
Through a grant the library will now have their own laptop lab to use for
classes. The summer library reading program is off to a good start and she
encourages each one to join.
CITIZENS COMMENTS
Prosecutor John Hallacy addressed the board and audience to share his run for
District Judge. He passed out information card to all present.
John Miller shared that he is running for County Commissioner for the 6th
district. He also passed out information cards to all present.
Greg Moore is running for State Representative for the 62nd District. He
passed out information cards as well.
There were much citizen comments about the Clark/Fuller situation. B. Rapp
asked each one that spoke to state their name and they would have 3 minutes to
speak. Each one expressed their concern that Mrs. Clark be able to keep her
trailers to continue her husbands business once he comes home. The board
listened to each citizen that shared their questions and concerns.
The board went over the violations that were stated in a letter from Attorney
Moore in which Mrs. Clark was given time to get her junk and trailers cleaned up
and moved. As the board went over the letter and the Zoning Ordinance they
found that Mrs. Clark had to still move one (1) trailer off of her property
according to our Zoning Ordinance. D. Dunn stated that she could move the
one- (1) trailer to his property, which is in the Ag. District. Mrs. Clark
had previously stated that she would not move the trailers but this agreement to
keep one (1) on her property and one (1) on D. Dunn’s property Mrs. Clark agreed
to.
T. Baylis made a motion that K. Clark is allowed to keep one (1) trailer on her
AA property and the other has to be moved on Ag property or in a building.
K. Hinkley seconded the motion. CARRIED
COMMUNICATIONS
A list of communications were distributed and attached to the monthly minutes.
OLD BUSINESS
The Eckford Township Board met on June 9, 2008 with the Fredonia Township Board
to discuss the proposed Fire Contract with their board. They went back and
discussed options at their board meeting on June 16, 2008. They decided to
charge us $12,000 for fire protections and $6,000 for truck fund. We will also
go from a 3 year contract to a 1 year contract. W. Cornell made a motion
to accept the Fredonia Fire Contract of $12,000 and $6,000 and a 1 year
contract. K. Hinkley seconded the motion. CARRIED
DeGraw case, T. Baylis shared that Tara DeGraw did not make a payment for June.
She will be calling the attorney to take her house for back taxes.
NEW BUSINESS
The 2008-2009 Fiscal Meeting Dates were given to each member. W. Cornell
made a motion to accept the 2008-2009 Fiscal Meeting Dates as proposed. T.
Baylis seconded the motion. CARRIED
ADJOURNMENT
A motion was made to adjourn by T. Baylis at 10:16 p.m. and seconded by W.
Cornell. CARRIED
